Frequently Asked Questions

A producer is any company that places packaged goods on the Finnish market — either by packing products in Finland, importing packaged goods, or selling directly to Finnish consumers. This also includes distance sellers located outside Finland.

The legislation applies to all packaging used to market or deliver products, including consumer, grouped, and transport packaging made from materials such as paper, plastic, metal, glass, or wood. In-house or internal packaging used solely within a company is not included.

Companies must join an approved producer responsibility organisation like Sumi Oy, submit annual packaging data, and contribute to the financing of collection and recycling.
Foreign companies selling directly to Finnish consumers may appoint an authorised representative to manage these obligations on their behalf.
